subject matter expert on federal contracting! This exciting and
unique opportunity is an extension of our senior leadership team
within Military Services Group. You will ensure accurate and
concise guidance to our business leaders on federal compliance and
partner on appropriate communications to government officials. Come
join our AWesome team! * Primary Role* /The Senior Manager, Federal
Contracts and Regulatory Compliance is responsible for managing and
providing leadership for activities associated with Federal
Contracts across the Military Services Group (MSG) portfolio
including but not limited to overseeing all Federal Contracting
actions, such as review and processing of Contracts, Contract
Modifications, Contractor Performance Assessment Reports (CPARs),
and emerging contractual issues with the customer. Position will
assess terms and conditions of existing contracts and new
solicitations to support the business in identifying, managing, and
mitigating business risks, ensure that all internal governance is
followed, provide timely response to government requests, and
develop and maintain customer relationships to ensure positive and
constructive interactions both internally and externally.
Responsibility also includes the day-to-day implementation and
performance of the Military Services Group's Federal Compliance
Program (FCP), ensuring full compliance with all applicable laws
and regulations. This includes compliance with all applicable
federal laws and regulations, such as the Federal Acquisition
Regulations, the Defense Federal Acquisition Regulations, Service
Contract Act, Davis Bacon Act, the Federal Sentencing Guidelines,
and the False Claims Act. The individual will also be responsible
for strategic planning around the FCP to ensure that the program
remains relevant and viable, and the corporation is protected from
unforeseen risks./ * Key Accountabilities* * Serves as the subject
matter expert on all federal contracting actions, being able to
provide guidance and interpretation for the business operations,
pre- and post-award of a contract. * Establish & maintain effective
working relationships with appropriate federal agencies,
contracting officers, and other government points of contact. *
Monitor contract performance to ensure satisfactory progress &
compliance with contract terms and conditions. * Review Government
solicitations, coordinate with MSG's Growth Team in the production
of federal proposals, ensuring compliance with RFPs, Federal
regulations, and American Water policies. * Remain current with
newly enacted federal laws & regulations applicable to MSG federal
contracts and disseminate them as appropriate to MSG's business
operations. * Conduct educational programs and training in federal
contracting for MSG. * Oversee the execution and maintenance of the
Military Services Group's Federal Compliance Program (FCP) with a
focus on ensuring compliance with federal and state laws and
regulations and maintaining activities under the core elements of
the FCP, including Monitoring and Auditing, Education and
Awareness, Risk Mitigation and Management, and Routine Monitoring
and auditing of key internal business processes, to ensure
consistent functioning of internal controls and compliance
programs. * Support the design, development, and implementation of
strategies and tactics focused on ensuring compliance within the
FCP and the continual effectiveness of the FCP. * Maintain
up-to-date records for MSG federal contracting legal entities in
all government procurement systems. * Develop and deliver training
and communication materials regarding ethics and compliance
matters. * Maintain and expand the FCP monitoring and auditing
program, by leveraging key relationships with internal
organizations and personnel such as Finance, Compliance, and
Internal Audit and conduct various monitoring reviews and analysis
of the information and data generated from such activities. *
Responsible for ensuring all open action items identified through
any Internal Audit review are completed within required timeframes.
* Provide compliance support and subject matter expertise to
management personnel across the Military Services Group, including
Senior Leadership, Operations, Capital, Finance and Business
Performance. * Respond to inquiries received from outside audit
agencies, government contracting officers or their representatives.
Oversee any external federal government audit of the MSG federal
contracting and compliance program. * Track, analyze and interpret
changes to federal laws and regulations that impact Military
Services Group operations and contracts, training personnel on
these changes, and establishing processes to ensure sustainable
compliance. * Support business development activities, including
review of RFPs for federal compliance requirements, and drafting
and providing input into proposals and negotiation messages. *
Provide advisory services to the business on new compliance
requirements related to growth opportunities within the federal
contracting market. * Manage the workflow of all federal
contracting actions across the portfolio, such as contract
modifications and Contractor Performance Assessment Reports
(CPARs), and ensuring all internal governance is followed, and
there is timely response to the government. * Knowledge/Skills* *

applications. * Solid knowledge of federal contracting processes
and procedures (FAR, DFARs), federal procurement law, and federal
regulatory compliance activities and processes. * Knowledge of risk
management practices and principles. * Excellent working knowledge
of standard business concepts, practices, and procedures.
Experience/Education * Bachelor's Degree in Contract Management (or
Business with additional education and experience in a Federal
Contract Manager role). * Master's Degree preferred, or substantial
work experience in federal contracting and compliance in lieu of
education requirements. * 10+ Years' Experience as a lead Federal
Contract Manager administering federal contracts within either the
federal government or private sector. * 10+ years of experience in
the application and use of FAR/DFAR. * 10+ years' experience in
federal compliance programs. * Experience leading responses to
inquiries from government oversight agencies such as DCAA and DCMA.
* Experience in a Management/Supervisory role leading, developing,
and growing direct reports. * Experience administering and
analyzing bids for various types of federal contracts such as Fixed
Price, Cost Plus, Time & Materials, Incentive, and Indefinite
Delivery/Indefinite Quantity. * Proven track record of maintaining
compliance efforts within a federal contracting environment. *
Proven exceptional strategic communication skills providing
strategic and sound business advice in a senior leadership
environment. * Work Environment* * Hybrid: 3:2 schedule of three
(3) days in the office and two (2) remotely. * In addition to
American Water's pre-employment screenings, this position requires
the ability to pass a Department of Defense background check for
access to the military installation. * Certifications & Licenses* *
National Contract Management Association (NCMA) Certified Federal
Contracts Manager (CFCM) certification desired. * Travel
