Primary Role Position will focus on national regulatory affairs issues and government affairs priorities in support of the regulated business, CSG and HOS, including but not limited to managing relationships with 3rd party groups and organizations (NAWC, NARUC, EEI, etc.). -- Responsible for developing and implementing the company's national regulatory affairs strategies, practices and processes in a consistent and integrated manner across all operating subsidiaries in coordination with the government affairs strategy. Act as the primary management liaison between operating subsidiaries and American Water Business Units, including Corp Rates, and Reg Counsel teams as well as State Presidents (and their teams) on regulatory issues.--Provide leadership, strategy, vision and direction to identify, develop and implement best practices within and across all divisions and/or-- operating subsidiaries to-- ensure-- functional excellence .-- Manage the-- company's National Membersh ips relevant to regulatory affairs-- to ensure-- the-- company is receiving the maximum benefits from such memberships. **This position is open to qualified candidates based near any of our Regulated-business locations. • Partner with the States to provide support, resource and guidance to the Divisional and State Presidents--and MBB to ensure that national, divisional and subsidiary regulatory affairs and government affairs needs are fully considered, integrated and aligned with the--corporate office and government affairs to maximize effectiveness.
• Assure that regulatory affairs issues--are prioritized in conjunction with government affairs and receive the required corporate review. Partner with each division and MBB, especially Corporate Rates and Reg Counsel teams and Government Affairs, to address local/ state issues that have broader implications for American Water.
• Have primary management responsibility for alignment in each division to ensure functional excellence of all regulatory affairs activities and as needed government affairs activities.--
• Provide strategic advice, executive coaching, and ongoing counsel within the area of regulatory and government affairs to States and relevant business units to support functional alignment and excellence.
• In consultation with the Senior Vice President Communications & External Affairs' team & VP, External Affairs/Chief Inclusion Officer lead the development, coordination and implementation of the Company's national regulatory strategy.
• Because of nationwide engagement, responsible for identifying opportunities for thought leadership at a national level, e.g. preparing American Water's engagement at NARUC conferences (and other similar conferences such as MACRUC, MARC, SEARUC, & Western), FRI (Financial Research--Institute,--Missouri), New Mexico State University Center for Public--Utilities and NASUCA (National Association State Utility Consumer--Advocates), including identification of panel topics, presenters, overall narrative development, and archival conference summary documents.
• Responsible for managing any external lobbyists/consultants specific--to--regulatory affairs support.
• Build coalitions with trade associations (e.g. NAWC and EEI) and other similarly situated companies to accomplish regulatory strategy objectives.
• Develops white papers and coordinates the company's response to national regulatory/government policy initiatives with the External Communications team.
• Develop relationships with key external regulatory policymakers and corresponding staff (e.g. NARUC Water Committee Chair, Vice-Chair, Staff, et. al). National Memberships:
  • Ensure the company is fully utilizing and constantly assessing its national memberships (e.g. NAWC, USCM and EEI) to implement its business objectives in an optimal manner. This includes support and engagement on relevant regulatory committees (i.e. NAWC Regulatory Affairs subcommittee).
  • Coordinates the utilization by various lines of business within the company for each of the memberships and works with membership staff to drive company agenda and reputation Knowledge/Skills
    • Broad knowledge of public utility and general corporate laws and regulations. Adept at building relationships that enhance the effectiveness of constructive policy making on behalf of the company
    • Strong leadership skills, including ability to work effectively with all levels throughout the organization and across functional lines and to lead cross functional teams in key regulatory policy initiatives.

      • Bachelor's Degree required; Master's Degree preferred
