Operational Test Director. This position located in Arlington, VA.
JOB SUMMARY Battelle's Critical Infrastructure Business Line group
is seeking an Operational Test Director to lead operational test
and evaluation efforts (OT&E) for Department of Homeland
Security (DHS) acquisition programs in support of multiple DHS
components across diverse technologies and systems. This is a
full-time position, and the selected candidate will work in
Battelle's Crystal City Operations in Arlington, Virginia. MAJOR
RESPONSIBILITIES Primary responsibilities include leading OT&E
efforts to provide the DHS component(s) with an evaluation of the
mission capability of the system or service when employed in a
realistic, operational environment. -
Candidate should have experience leading and executing OT&E
efforts, ideally for DHS or its components, or the Department of
Defense (DoD) or similar government agencies. OT&E efforts may
span cyber resilience, technology systems including cameras, radar,
communication, or others, watercraft, aviation platforms, Unmanned
Aerial Systems (UAS), counter-UAS systems, vehicles, and detection
systems, including chemical, biological, radiological, nuclear,
explosives, or others.
Will work directly with the DHS Component Program Manager(s) in
developing critical deliverables, including T&E Strategy
briefs, T&E Concept Briefings, Test and Evaluation Master Plans
(TEMPs), Operational Test and Evaluation Plans (OTEPs), Operational
Test Readiness Reviews (OTRRs), and Operational Test Reports
The ideal candidate will have a broad range of experience across
diverse T&E efforts, including familiarity with major
acquisition program documentation, including CONOPS, ORD, and ILSP.
Candidate should have experience evaluating and managing
operational risks, translating requirements into evaluation
measures, design of experiments, and the planning, execution, data
management, and reporting for test and evaluation efforts to
determine technical and operational performance characteristics to
include reliability/maintainability/availability (RMA), cyber
resilience, and human factors, among others.
Candidate will be expected to provide oversight and direction to
lower-level staff to manage technical T&E efforts, and must
possess an understanding of testing tools, modeling/simulation
approaches, and statistical analysis of data to determine and
validate results. Will provide insight and advice concerning
strategic direction and applicability of current, government and or
industry standards, best practices, and or innovative solutions
based on in-depth understanding of the latest developments relevant
to test and evaluation arena. Will be expected to participate in
critical stakeholder meetings, including Integrated Product Teams
(IPTs), strategy and concept briefings, requirement development,
and test readiness reviews.
Work is performed both in the field and at various laboratories.
Candidate is required to interact directly with the client on a
regular basis and should have strong oral and written communication
skills. Additionally, candidate should also have excellent computer
skills including expertise in the use of applicable Microsoft
Office applications (Word, Excel, PowerPoint, Outlook). - THE
FOLLOWING IS REQUIRED
- The candidate must have at least a BS in engineering or physics
from an accredited college or university. Six years of directly
applicable experience may be used in place of a BS degree.
- Experience required is 17 years of technical work experience
with a BS, 15 years with a MS, or 13 years with a PhD.
- Candidate must have completed T&E Level II training (DHS or
DoD) and completion of DHS Operational Test Director's course.
- Sole US Citizenship with the eligibility and willingness to
obtain and maintain a DOD Secret Security Clearance and to obtain
- Travel is expected to be up to 75%. THE FOLLOWING IS DESIRED
- Already possess a Secret Security Clearance.
- Already possess DHS Suitability.
- Possess a MS or PhD level degree in an engineering or other
technical field. -
- Experience leading T&E efforts for DHS or component
- Experience leading and executing OT&E efforts for DHS or
DoD agencies for major acquisition programs.
- Direct experience in T&E efforts for complex systems,
including cyber, radar, communications, monitoring watercraft,
aviation platforms, Unmanned Aerial Systems (UAS), counter-UAS
systems, vehicles, or detection systems.
- Experience applying statistics to analyze and report test
- Experience in formulating design of experimental methods
- Experience designing and/or implementing data collection
hardware and techniques. -
