Description: This position reports to the Executive Director, US Policy & Government Affairs. - The role could be based in Washington, DC, or could be a field-based role.

The Director, State Policy will drive Bristol Myers Squibb's approach to state policy on issues of impact to BMS and the patients we serve. The Director will lead state policy strategy and work closely with the state government affairs team. - The Director will work collaboratively with relevant business, value and access, corporate communications, and legal teams to ensure alignment between business priorities and policy goals.

Essential Duties and Responsibilities: Conduct analysis of state legislation and Medicaid regulations under consideration and provide guidance to state government affairs team regarding company positioning.

Draft legislative language for consideration on proactive policy priorities including relevant amendments.

Draft comments on relevant Medicaid proposed regulations including 1115 waivers that impact drug coverage.

Serve as a liaison to commercial colleagues on legislative issues that may affect BMS.

Actively shape the agenda of biopharmaceutical trade associations on state policy and Medicaid issues.

Partner with value and access and pricing teams to evaluate the impact of proposed legislation to the BMS business.

Serve as subject matter expert on commercial insurance marketplace in order to inform upcoming product launches.

Draft comments on administrative regulations, and author substantive issue briefs and position papers.

Build and maintain a legislative tracker to ensure up to date information on high level threats and opportunities during legislative sessions.

Inform policy research agenda projects that are aligned with key BMS state government affairs priorities.

Requirements: 7 + years demonstrated experience in public policy, health policy, knowledge of state level healthcare programs.

Knowledge and understanding of the Medicaid and Medicare programs and other health insurance issues that impact patient access.

Strong written and verbal communication skills and experience creating and effectively delivering factual, relevant, and easily understandable talking points and other messaging.

Experience identifying and understanding key technical aspects pertaining to corporate operations in the state and/or local political environments, understanding business implications, synthesizing information for internal and external customers and recommending the best course of action.

Knowledge of pharmaceutical business models and ability to evaluate how policy proposals will impact commercial success.

Excellent organizational and project management skills-demonstrated ability to independently manage multiple work streams.
