Enterprise Engineering Services, LLC (EES) provides mission-critical engineering support to the William J Hughes Technical Center, the FAA's premier research and test facility, as well as other locations nation-wide, to facilitate the safety and efficiency of Air Traffic Control services across the national airspace. Our team is looking for a Technical Project Manager to support the FAA's System Operations Security Program.POSITION DESCRIPTIONThe FAA' System Operations Security Group is looking for a Technical Project Manager to provide project management support incorporating current PMI best practices for the Air Traffic Organization (ATO) NAS Defense Programs (NDP) Air Movement Data Program as well as the current operational systems such as SkyWatch, a web-based FAA System Operations Security event logging system.WORKSITE LOCATIONWilliam J. Hughes Technical Center, Atlantic CityEXPERIENCE IN THE FOLLOWING TASKS:Task 1 Program Management SupportProject Management PlanMonthly Status ReportsQuality Control PlanMonthly Financial ReportsTask Order Transition-In and Transition-Out SupportTask 2 Technical Project Management SupportProvide project management support incorporating current PMI best practicesPerform data management, facilitate interoperability testing with the end systems, and prepare program related documentation to support system life cycle;Monitor projects using financial and schedule tracking application software tools and performance measures (e.g., Atlassian tool suite);Review and provide inputs to the integration of program and management feasibility studies, transition plans, and documentation;Provide level of effort estimations (e.g., resources, schedule, cost) based on system defined requirements;Support planning and coordination efforts to promote outreach and interactions with other FAA organizations and Homeland Defense partners;Prepare a communications plan for each project that at a minimum identifies the relevant stakeholders, information to be exchanged, frequency and methods by which communications must conform to, and actions to resolve any communications deficiencies;Provide a schedule for periodic COTS software updates and maintenance actionsManage the creation, updating, and implementation of procedures, system documentation, and standardsDevelop, implement and maintain plans for operational procedures and standard engineering packages;Develop system tolerances and procedural guidelines for testing, operating, and repairs; andCoordinate and participate in the development of briefing slides and material for presentations to high-level FAA managementTask 3 System and Software Engineering and DevelopmentDatabase Engineering and Development (Database Structure & Storage)Software Engineering and DevelopmentSystem and Software DocumentationUser Training and Maintenance DocumentationSoftware Release ManagementTask 4 Test Program SupportSupport the System Operations Security Test Program to validate application and system performance against technical requirements for System Operations Security system enhancementsTask 5 Configuration Management SupportConfiguration Management of software versions, problems reported, fixes that are in process, and status of planned software releases with scheduled datesSupport NDP AMD Configuration ManagementTask 6 Technical and Maintenance SupportAnalyze, make recommendations, and implement current and projected maintenance concepts (e.g., security controls/updates, COTS changes) to identify impacts on existing operational systems and future development efforts, including impacts on procedures and processes;Perform software maintenance updates related to security and deficiency assessments, including those pre-planned as well as ad-hoc, for those systems and software that affected by such security assessments and deficiencies;Investigate and resolve technical issues affecting site or system performance; andUpdate system and/or application documentation affected by maintenance actions and problem remediation.QUALIFICATIONSU.S. Citizen and permanent resident.Project Management Professional (PMP), Portfolio Management Professional (PfMP), Program management Professional (PgMP) or equivalent project or program management certification is required.Bachelor's Degree + 10 relevant years of experience
