You may telework up to the maximum extent possible, up to and including full time, until it is safe to relocate.ResponsibilitiesThe Incumbent will serve as a Technical Lead for the SBS Contract Re-compete project. Provides engineering experience to lead and coordinate activities of the Re-compete project, to include the development and update of technical documents (e.g., requirements documents, specifications, and interface documents) in support of acquisition activities (e.g., RFI, Industry Days, SIR). Applies experience and comprehensive knowledge of systems engineering principles, requirements development and management, and development of specifications for highly complex surveillance systems.As a principal technical specialist, he/she uses experience in Systems Engineering technical management processes and tools, such as configuration management, technical performance measures tools and technical design tools, to facilitate the development of the program acquisition approach, definition of program scope, coordination of an integrated Master Plan, and development and update of technical documents. Applies knowledge of the Acquisition Management System policies and processes, he/she evaluates the preparation and implementation of an acquisition strategy with an on-going risk/opportunity management cumbent leads efforts to structure an effective requirements development and management effort that traces engineering and technical specifications back to the user's system requirements. Incumbent plans, monitors, and conducts special projects, trade studies, engineering analyses and initiatives; and conducts quantitative and qualitative analyses. Coordinates with multidisciplinary teams to develop and evaluate systems integration plans for multiple systems with consideration for legacy systems, systems in development, future systems, interdependencies, and sequence of implementation to ensure alignment with the enterprise architecture. Incumbent analyzes complex problems, identifies significant factors, gathers and interprets pertinent data and applies established rules and procedures in order to recommend effective solutions. Although the incumbent uses broad policies and objectives, he/she develops new and innovative approaches as necessary. Incumbent develops plans, techniques and policies to address current or anticipated problems and issues.Contacts are typically internal and external to the PMO. He/she may act as a senior technical point of contact for specific projects. Incumbent provides early detection or prediction of SE problems that require management attention and assists in tracking and resolution of trouble reports. Incumbent plays a lead role in drafting, reviewing and editing reports or contractual documents for final approval prior to external distribution. Incumbent coordinates the activities of support contractors as well as interfaces with FAA stakeholder organizations to support project objectives. Incumbent provides informed technical oversight of system engineering work groups to ensure interrelationship of activities are recognized and coordinated, and that impacts on program performance and requirements are managed. He/she presents briefings to obtain consensus/approval on technical items. Incumbent coordinates significant technical interchanges with representatives from program offices, other government agencies and private industry. Incumbent applies an understanding of labor organizations to decision making and cumbent resolves most technical problems without the intervention of a more experienced engineer or manager. The Team Manager rarely reviews the work, typically through status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project or other work activities. Transcript(s) required.QualificationsThe position is located in the Program Management Organization (PMO), Surveillance Services Directorate (AJM-4), Surveillance and Broadcast Services (SBS) Group, Service Performance and Sustainment Team (AJM-422). The SBS Group provides program and acquisition management for delivering secure, integrated surveillance and broadcast services to NAS operations by leveraging diverse platforms and domains.Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-I or FG/GS-13) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.SPECIALIZED EXPERIENCE is defined as:Experience providing technical support (e.g., participation in developing technical architectures, system and interface technical requirements and specifications development, conducting technical trade studies and analysis of alternatives) on an acquisition program for a complex system (e.g., system development cost greater than $20M, interfaces with multiple other systems, distributed over large geographical areas, and provides mission critical high availability real time services).You should include relevant examples of the specialized experience in your work history. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professionalregistration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
